Application Process


To obtain ‘Council Approval’ for a development you will need to submit a Development Application (DA). This is a formal request for consent to carry out works on a proposed property/site. Development Applications are generally required for more complex developments that don’t meet the requirements for Exempt Development or Complying Development.

A typical Development Application comprises of a collection of documents which will include the relevant Council application form, site plans and specific consultant’s reports (depending on the nature of development). Applications require the payment of a variety of fees to the relevant Council dependent on the type, scale and cost of the proposed development.

Council determination for Development Applications can vary depending on the complexity. Commercial and industrial are often a more lengthy process and longer time frames for determination can be expected.

Development Application (DA) Process


Preparation to lodge DA

To proceed with your DA lodgement UCC require a signed confirmation of engagement together with 50% deposit of PCA fees, supporting documents & plans as outlined within your quotation. From this point a Town Planner is allocated the job for review.

Site Inspection & preparation of Statement of Environmental Effects (SEE)

You will be contacted by the Town Planning unit to arrange site access for an inspection in preparation of the supporting Statement of Environmental Effects (SEE).

This process could also include liaison with other consultants for specific reports & documentation ie:
  • Flora & Fauna
  • Acoustic
  • Bushfire
  • Traffic etc
NOTE: Should arrangements be required to coordinate consultants for combined site inspection these arrangements will be made by UCC and Consultant direct.

PCA to review and prepare detailed Statement of Environmental Effects (SEE)

Detailed statement addressing Council’s planning instruments is prepared. You will be contacted by the Planning administration section to obtain details for estimated cost of works in order to obtain a Council fee quotation for DA lodgement.

Lodgement of application with Council

The Town Planning Group can lodge applications at Hawkesbury & Penrith Council. All other Council offices will receive the application for lodgement via post.

Council to assess & process

Site Inspection may be required OR alternatively prior to Council entering the premises for the purposes of carrying out inspections in conjunction with the Development Application, arrangements are to be scheduled through Urban City Planning for site access.

Additional Information Requested

Based on council assessment of the Development Application, often after a site inspection has been undertaken additional information may be required. UCC will be notified & client will be contacted accordingly.

Occupation Certificate (OC)

NOTE: In order for an Occupation Certificate to be issued, there may also be documentation required, to ensure the construction complies with Council’s conditions of consent as well as the Building Code of Australia.

Request Additional Information (If NO)

The following is an outline of standard processes undertaken by Council to assess your application.
  1. Development Assessment Report - Council will prepare the report which is presented to the Planning Panel for determination.

  2. Notice of Determination - The decision for approval or refusal will be available via Council’s DA Tracking portal then relevant paperwork ie: consent and plans or refusal notice will be posted to PCA.

    NOTE: Council can either issue an approval, approve subject to conditions or refusal.

  3. Other Approvals –
    This generally is detailed in your development consent should a Driveway layback or Septic application be required. You will be notified by your PCA.

Request Additional Information (If YES)

Further information will need to be provided by the client or nominated consultant to enable further continued assessment of the application.
  1. Address & provide additional information to Council

    This could include consultancy reports such as the following:
    • Bushfire
    • Wastwater
    • Flora & Fauna
    • BCA or Structural Engineer’s Certificate etc.

  2. The client will be required to provide the additional information to the PCA. Upon receipt of documentation required, Council will continue their review and assessment of the Development Application pending determination

  3. Development Assessment Report –
    Council will prepare the report which is presented to the Planning Panel for determination.

  4. Notice of Determination -
    The decision for approval or refusal will be available via Council’s DA Tracking portal then relevant paperwork ie: consent and plans or refusal notice will be posted to PCA.

    NOTE: Council can either issue an approval, approve subject to conditions or refusal.


  5. Other Approvals –
    This generally is detailed in your development consent should a Driveway layback or Septic application be required. You will be notified by your PCA if this is has been specified as a requirement.

Applications after DA approval

  • Construction Certificate (CC)
    UCC can issue this and this is a mandatory requirement prior to any building works commencing. For this to occur you will need to request a quotation for our services. Our quote will include a price for the issuing of the Construction Certificate, the inspections to be undertaken during construction and the issuing of an Occupation Certificate.

  • Quotation
    A formal quotation by UCC will be emailed to the client and they will be required to return your formal written acceptance as outlined in the email. Along with this you are also required to provide UCC with the following:
    • DA Consent from Council
    • DA Stamped Plans
    • Full Payment of UCC fees
  • To finalise building work

    Complying Development Certificates (CDC) Process

    CDC Assessment by PCA

    Your proposal MAY be approved as Complying Development.
    This means you would not be required to obtain approval from Council, and Urban City Consulting can issue the approval for you.
    There are very specific provisions that the development must obtain, in order for a Complying Development Certificate to be issued.
    UCC has a Complying and Development Checklist which will assist with the application.

    CDC list of requirements

    In order to find out if Complying Development is a possibility for your proposal, the following information is required:
    • Obtain a quote from UCC for Complying Development
    • Acceptance of quote
    • $450 Payment of UCC assessment fee
    • 149 Planning Certificate (obtained from Council)
    • Deposited Plan (obtained from the Land Titles Office)
    • Plans of Proposed work. ie: site plan, elevations and sections.
    Pending release of CDC Certificate, you will be required to finalise full payment. Note that the deposit of $450 will be deducted from the balance.

    • Final (prior to gaining the Occupation Certificate)
